Financial Analyst [United States]


 Under the supervision of the Fiscal Unit Manager, the Financial Analyst is responsible for the management, integrity and reporting of all federal, state and institutional financial aid funds. Incumbent is responsible for maintaining the university student aid disbursement calendar; coordinating review, reconciliation, and submission of Corporate Student System file (CSS-UCOP) and Fiscal Operations Report and Application to Participate (FISAP-Department of Education); coordinating all of the above with various University entities (Extramural Fund Management, General Accounting, Registrar's, Information Technology Systems (ITS), Office of the President); participating in systems implementations including developing requirements, test scenarios and troubleshooting; provide support with other duties assigned.

Required/Preferred

Demonstrated working knowledge of accounting principles and theory, particularly as they relate to financial aid fund management and reconciliation.

Required

Ability to review a general and subsidiary ledger and input documents and to recognize errors.

Demonstrated ability to read, understand, and interpret complex financial documents, policies and regulations.

Required

Demonstrated ability to analyze information, problems, situations and procedures and recommend strategies to assist in fiscal management.

Required

Working knowledge of Federal, State, University of California financial aid policies to insure compliance of procedures and regulations.

Preferred

Working knowledge of annual financial aid processing cycles and effects on expenditure patterns in an overcommitted environment.

Working knowledge of the university accounting and ledger systems.

Strong financial ability to monitor budgets and control and track expenditures.

General knowledge of Federal Needs Analysis Methodology relating to Title IV programs.

Working knowledge of the Financial Aid Management (FAM), On-line Financial Systems, Payroll UCPATH, Query Database (QDB), Student Billing and Receivables (BAR), Student system (SRS), Work-Study, UCLA ID system, Report Distribution (RDS) and OASIS system.

Demonstrated ability to create functional systems and reporting designs that use standard method, are technically sound, have strong controls (security and audit) and will result in maintainable and understandable systems.

Demonstrated ability to work with information technical staff to ensure appropriate systems testing.
