  • This position will provide extensive customer service to program operators to maximize the impact of federal funds. This includes fiscal monitoring, providing operational assessments, strategic recommendations, and on-going technical assistance to Child Nutrition Programs (CNP) operators in the areas of food, finance, and facilities with the goal of exceeding meal standards and program access while maintaining a financially viable operation. This includes but is not limited to providing fiscal content for the Creating Your Kitchen program, monitoring, and guiding use of USDA Foods entitlement dollars, tracking grant funds, and delivering specialized technical assistance to all CNP operators based on a variety of fiscal management analyses.
  • Through intra-agency collaboration, this position uses interfacing existing agency fiscal systems to establish and manage funding granted to the state agency such as federal grants, USDA Foods in Schools entitlement, and related funding for ADE-HNS to advance CNP administration or to pass through to program operators.
  • The position will ensure the integrity and utilization of federal dollars by completing processes for the grant allocation, Arizona Financial Information System (AFIS) preparation, and reviewing grant activity including obligations, expenditures, and other budgeting details to ensure accurate submissions of various quarterly and closeout reports required by the awarding agencies.
  • In-state and out-of-state travel is required for this position.


The Arizona Department of Education currently utilizes a hybrid work environment, with up to two days of remote work (contingent upon business needs). Candidates should apply with an ability and willingness to work in-office up to five days per week as business needs necessitate.

Job Duties:
  • Maintain knowledge of Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards and the fiscal and accounting systems (i.e. Uniform System of Financial Records) maintained by the CNP program operators, ADE, and United States Department of Agriculture (USDA-FNS).
  • Create resources/tools and provide operational assessment, strategic recommendations, and on-going technical assistance to CNP operators in the areas of finance and facilities with the goal of exceeding meal standards while maintaining CNP operations that are financially viable
  • Utilize available fiscal data systems and initiate new processes to monitor compliance and provide targeted technical assistance of SFAs, independent centers, sponsoring and community organizations
  • Perform an annual review of National School Lunch Program (NSLP) excess cash, a quarterly review of Child and Adult Care Food Program (CACFP) costs compared to reimbursements, an annual review of all Family Day Care Homes (FDCH) Sponsor's carryover administrative funds, and approval of Local Education Agencies (LEA)-level capital expenditure purchases to ensure strategic utilization of program funds and compliance with Child Nutrition Program regulations
  • Manage the funding related to HNS grants and programs within the Grants Management Enterprise system and the CNPWeb system
  • Oversee the initiation of new grant awards and issuing sub-recipient awards through the process of accepting applications (competitive or non-competitive), issuing approvals, and providing levels of oversight that ensure maximum utilization and allowability of grant funds
  • Manage USDA Foods in Schools entitlement, duties include the invoicing of USDA Foods excess storage fees and direct shipments, monitoring and loading entitlement allocations and estimations, auditing the amounts between school food systems and state balances, processing diversions, and reconciling entitlement to ensure maximum utilization of USDA Foods and package this information for usability by other ADE-HNS teams
  • Initiate and coordinate the fiscal management and reporting of miscellaneous funding streams awarded to ADE-HNS
  • Initiate useful communications and follow-up support for others within ADE-HNS to ensure the success of necessary team-based actions for the utilization or mobilization of funding while upholding the vision of quality service and a trusted partner

Retirement:
