Program Manager, EPHS


 

OVERVIEW:

The main focus of the Program Manager is to support the Director of Emergency Programs & Housing Services Division. The services provided encompass a wide range of support to address the challenges disaster survivors often face in achieving economic self-sufficiency. The Program Manager will uphold CCSCC’s long-time commitment to using evidence-based practices, including assessment tools and curricula, a client centered philosophy, motivational interviewing, and reflective listening. Services may include food distribution, intake, assessment, case management, public benefits navigation, housing services, life skills and job readiness training and placement, financial literacy support and referrals to additional services within CCSCC as well as through collaborations with community partners.

The Program Manager serves families experiencing emergencies, both natural and human made disasters, as well as those in need within our community. The Program Manager reports to the Division Director of Emergency Programs & Housing Services.

POSITION SUMMARY:

The Program Manager is expected to lead and coordinate our community services initiatives, focusing on food distribution, Responsible Landlord Engagement Initiative, rental assistance, and mobile medical clinic programs. This position plays a critical role in enhancing the well-being of vulnerable populations within our community, ensuring equitable access to essential resources and services. The position provides leadership oversight of day-to-day operations on behalf of the division director. The ideal candidate possesses exceptional leadership abilities, a deep understanding of community development, and a passion for making a positive impact.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Program Strategy and Development

  • In collaboration with the division director, develop and execute a comprehensive strategic plan for food distribution, rental assistance, and mobile medical clinic programs, aligned with the organization's mission and goals.
  • Conduct needs assessments and gather data to identify gaps and opportunities for improvement in service delivery and program effectiveness.
  • Collaborate with stakeholders, community partners, and relevant agencies to enhance program scope and reach.

Team Leadership and Management

  • Lead a multidisciplinary team of program coordinators, volunteers, and support staff, providing guidance, mentorship, and motivation.
  • Oversee recruitment, training, and performance evaluation processes for the community services team.
  • Foster a collaborative and inclusive work environment that promotes teamwork and innovative problem-solving.

Budgeting and Resource Management

  • Develop and manage budgets for each community service program, ensuring efficient allocation of resources.
  • Identify potential funding sources and grants to sustain and expand program initiatives.
  • Implement cost-saving measures without compromising service quality or effectiveness.

Program Monitoring and Evaluation

  • Establish robust monitoring and evaluation mechanisms to track program outcomes and impact.
  • Analyze data and produce reports to demonstrate program success, challenges, and areas for improvement.
  • Utilize feedback to make data-driven decisions and enhance program performance continually.

Community Engagement and Public Relations

  • Build and maintain strong relationships with community stakeholders, local government agencies, and nonprofit organizations to foster collaboration and support.
  • Represent the organization in community events, meetings, and media engagements to raise awareness and promote the programs.

Compliance and Reporting:

  • Ensure compliance with all relevant laws, regulations, and reporting requirements related to food distribution, rental assistance, and mobile medical services.
  • Prepare and submit necessary reports to funding agencies and organizational leadership.

Crisis Management and Adaptation

  • Develop contingency plans to address emergencies, such as natural disasters or unforeseen crises, that may impact program operations.
  • Demonstrate agility and adaptability in responding to changing community needs and adjusting program strategies accordingly.

QUALIFICATIONS:

EDUCATION AND EXPERIENCE

  • Minimum of a Bachelor's degree in Social Work, Public Administration, Nonprofit Management, or a related field preferred. A Master's degree is highly preferred but not required.

For candidates without a Bachelor's degree, we welcome individuals who have gained significant experience in the nonprofit sector. Candidates should be able to demonstrate their expertise, skills, and knowledge acquired through hands-on experience, self-directed learning, or professional development.

  • Minimum of give (5) years in managing community services programs, with a focus on food distribution, rental assistance, and/or mobile medical clinics.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

  • Strong leadership skills with a track record of successfully managing teams and driving positive outcomes.
  • Excellent organizational and project management abilities, capable of handling multiple priorities simultaneously.
  • Knowledge of community development principles and a deep understanding of the challenges faced by vulnerable populations.
  • Familiarity with relevant laws, regulations, and compliance requirements in the community services sector.
  • Exceptional communication and interpersonal skills, adept at building and maintaining relationships with diverse stakeholders.
  • Proficiency in data analysis and reporting, with a keen eye for detail and accuracy.
  • Passion for community service and a commitment to creating a positive impact on the lives of those in need.

PHYSICAL REQUIREMENTS

  • Ability to use a computer workstation.
  • Ability to walk or stand for long periods.
  • Ability to lift 35-45 lbs.
  • Ability to travel within Santa Clara County.

OTHER QUALIFICATIONS:

  • Criminal background check via livescan fingerprint.
  • Must have TB test performed and submit results.
  • Provide proof of COVID-19 Vaccination and booster status.
  • Automobile, valid driver’s license and auto insurance per agency policy; or have access to reliable transportation.

WORKING CONDITIONS:

  • Work is performed at multiple sites both indoors and outdoors.
  • Some work will be spent driving a vehicle on community roads.

HOURS AND OTHER CONDITIONS:

  • Standard office hours are Monday through Friday, from 8:00 a.m. to 5:00 p.m.
  • This is a full-time, exempt position. Some evenings and weekends will be required to meet the needs of the position.
