QUESTIONS
Highly visionary, leadership, professional, managerial and customer focused position responsible for overseeing the personnel and activities of the Environmental Division in the Department of Public Works. Provides leadership and oversees professional level work relating to the County's National Pollutant Discharge Elimination System (NPDES) Program, implementation of the Municipal Separate Storm Sewer System Permit (MS4) and stormwater Best Management Practices (BMPs), Total Maximum daily Loads (TMDLs), inspections and compliance, violation investigations, stormwater pollution reduction, water quality monitoring and improvements, wetland and aquatic systems management, coastal restoration, resiliency, environmental education, and outreach programs.
- Leads, designs, establishes, and maintains an organizational structure and staffing to effectively accomplish the Environmental Division's program goals and objectives including the County’s NPDES, MS4, TMDL and all related environmental, water quality, resiliency, stormwater, and outreach programs.
- Manages departmental programs such as Keep Pasco Beautiful, resiliency, and other related environmental and education programs.
- Manages department projects including stormwater BMP implementation, hydrologic evaluations, and vegetation management utilizing standards established by the County and regulatory agencies.
- Oversees the review of environmental reports and data involving stormwater design, permitting, and related capital projects.
- Manages the responses to complaints of violations of County environmental codes and ordinances and reviews subsequent inspections on complaints.
- Oversees the fine citation process, the implementation of fines to final disposition and for assuring that all procedures are done correctly.
- Reviews monitoring reports for compliance with regulatory permit requirements.
- Oversees mitigation program needs including establishing program priorities, goals, delivery methods and strategies, wetland mitigation designs and reviews work of outside consultants including designs, data analysis, permit applications, and project site visits.
- Assists the department with state and federal environmental resource permitting (ERP) and required field determinations including wetland delineations, seasonal high-water table and normal pool elevations for wetlands as well as ordinary high water level determinations, and listed species surveys.
- Provides support to efforts involving dredging of submerged lands and coordinates with regulatory agencies regarding activities in sovereignty submerged lands.
- Manages and administers annual budget, grants, contracts, and agreements.
- Performs other related work as required.
- Proven ability to lead staff and consultants including engineers, technicians, scientists, educators, and clerical personnel in implementing the goals of the Environmental Division of the Department of Public Works.
- Ability to plan, organize and supervise the work of a highly technical and complex countywide staff; ability to establish and maintain effective working relationship with subordinates, management team, senior leadership, and the public.
- Knowledge of the principles and practices of physical, natural, biological or environmental science or environmental engineering.
- Ability to identify upland and wetland biota with special emphasis on endangered or threatened plant and animal species.
- Knowledge of maintaining compliance with various permit requirements; pertinent federal, state, and local laws, codes, and regulations.
- Knowledge and understanding of wetland assessment methods and knowledge of wetland mitigation strategies including creation, restoration, enhancement, and preservation.
- Skill with public speaking and presentation development, and ability to effectively communicate with the public, consultants, outside agencies, professional organizations, county employees, and elected officials.
- Ability to participate in complex environmental quality and management studies and analyze information and formulate substantive recommendations regarding improving and maintaining regulatory compliance based upon such studies.
- Ability to use computer software applications and work proficiently in GIS.
- Ability to work at a high-performance level with minimum supervision and exercises a high degree of independent judgment in resolving problems.
- Ability to successfully work in a team environment.
PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication. Ability to conduct field work in a variety of weather conditions.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in physical, natural, biological science, environmental science, environmental engineering, or a related field and five (5) years' of professional work experience in related environmental field with three (3) years' in a supervisory capacity required. Must be proficient in GIS.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license.
