General Description

This is a grant-funded position which will support and be 100% funded by the Resilient Pasco Grant from the Florida Department of Economic Opportunity (FDEO) and the U.S. Department of Housing & Urban Development (US HUD), planned duration is 2 years. Duties include supporting the Public Infrastructure Branch with implementation of the countywide vulnerability assessment and development of a sustainability and resiliency strategic action plan for extreme weather, flooding, sea level rise and heat impacts. These duties will include data and information acquisition, compilation and review; reviewing and preparing analyses regarding County-owned facilities and County projects; and working with other local governments, agencies, departments and consultants to develop and review resilience-related analyses and planning.

Essential Job Functions

Assists in update and development of a vulnerability assessment of critical assets, projects and areas in Pasco County where facilities and people could be impacted by extreme weather, flooding and heat or a combination of climate-related impacts. Works with County teams and a consultant to develop a sustainability and resiliency strategic action plan for climate-related impacts. These duties will include: data and information acquisition, compilation and review for County-owned facilities and projects; working in GIS to develop analyses and information to support planning or assist others; and working with other agencies, departments and consultants to develop the grant-funded analyses and planning. In addition, work will include collaboration with other counties and cities and research regarding infrastructure vulnerabilities and resilience planning. This position will use various engineering and planning software tools to support the vulnerability assessment and development of a sustainability and resiliency strategic action plan. Performs other related work as required and included in the Resilient Pasco Grant scope of work. This position is supervised by the Public works Department Director and/or his designee. Project work is managed by the County's HUD Resilient Pasco Grant Manager.

Knowledge, Skills and Abilities

  • Knowledge of the principles and practices of Engineering, Planning and climate-related vulnerabilities and resilience planning.
  • Knowledge of modern engineering procedures and techniques as they apply to studies and design.
  • Ability to present clear and concise reports, orally and in writing.
  • Familiarity with various state and national standard specifications and indexes.
  • Ability to read and interpret engineering plans and specifications.
  • Ability to meet and work with the public and consultants and reply to complaints.
  • Ability to use ESRI GIS/ARC Info, Adobe Pro, PascoMapper, Microsoft 365 (Excel, Access, PowerPoint, Word), and/or similar software products for analysis and planning purposes.
  • Ability to analyze assigned problems, gather and organize data and arrive at valid conclusions.
  • Ability to conduct field inspection of infrastructure facilities, systems projects as needed for analysis, planning or data collection/GIS purposes.
  • Ability to work without close supervision.

Minimum Requirements

PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication.

EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in Engineering, Sciences, Mathematics, Planning or in a related field and three (3) years' of related experience. Experience with LIDAR preferred.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess and maintain a valid Florida driver's license.
