Duties Summary

The Office of Enterprise Technology Services (ETS) is established within the Department of Accounting and General Services (DAGS) to integrate all of the State’s Executive Branch Information Technology (IT) administration, services, and operations into a single, cohesive strategy to reduce costs, deliver effective government services, increase project process efficiencies, improve the overall cyber security posture, and provide accountability and transparency to all constituents the State of Hawaii serves.

The ETS Administrative Services Staff provides administrative and clerical support services to ETS’s professional staff. Support services include: 1) clerical support such as drafting and finalizing documents for the Chief Information Officer (CIO) and senior management staff signatures, processing of requests for appropriate approval, and maintaining files including ETS’s legislative bills, correspondence, and fiscal records; and 2) administrative support such as developing the budget, expenditure planning, managing fiscal operations, reviewing reorganizations, and coordinating activities for the accounting and processing of purchases, payments, and related budget and fiscal matters.

The position is responsible to provide expertise on procurement; coordinates procurement activities and provides staff support in conducting difficult/complex solicitations involving program analysis and development of procurement strategies for highly technical and complex purchases requiring compliance with State statutes and the Hawaii Administrative Rules on procurement, appropriate Federal purchasing guidelines, and other applicable policies and procedures related to procuring goods and services and expending public funds.

Minimum Qualification Requirements

LEGAL AUTHORIZATION TO WORK REQUIREMENT: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

Knowledge: Knowledge of procurement principles and practices, appropriate procurement guidelines governing expenditures of public funds; various market conditions and industry standards pertaining to procurement projects; and research principles, methods, and techniques.

Skills/Abilities: Ability to establish effective working relationships with users, vendors, contractors, services providers and others in order to conduct pertinent research regarding user requirements and characteristics of desired products, equipment, materials, etc.; evaluate user situations and concerns, analyze documentation, justifications, terms and conditions of purchases; develop technical specifications which describe desired product, material, equipment or service; develop purchasing policies, procedures and guidelines; develop legislative proposals; and train others; and communicate effectively, both orally and in writing; resolve problems which may arise in the execution, administration or termination of the purchasing agreements; organize projects and complete work within given time constraints, budgets and changing market conditions; work independently, exercise discretion and sound judgment in carrying out assignments and uphold high ethical standards of conduct.

Recommended Experience: Bachelor’s or Associate’s degree from an accredited college, university, or higher education program. Progressively responsible experience in procurement functions which demonstrated: 1) an understanding of common purchasing resources such as networking with procurement organizations, internet searches, catalogs, buyers’ guides, etc., and 2) expertise in various methods of procurement processes (e.g., analysis of offers, bonding, indemnification, insurance, severability, procurement notice, receipts, etc.).

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
