VP of Housing Programs [United States]


 

JOB SUMMARY:

Under the supervision of the Chief Program Officer (CPO), the Vice President of Housing Programs is responsible for designing, implementing and evaluating St. Anne’s housing programs –– including St. Anne’s Short-Term Residential Therapeutic Program (STRTP), Transitional Housing Program, Transition Housing Placement Program for Non-Minor Dependents (THPP-NMD), and Beverly Terrace, our Permanent Affordable Supportive Housing Program. This position ensures program compliance with governmental and contractual requirements, and is responsible for leading and maintaining a healthy, therapeutic, and safe environment for the children, youth and families we serve.

ESSENTIAL JOB DUTIES:

  • Ensures program compliance with all applicable federal, state and local laws and regulations; accreditation standards; contract requirements; and professional and educational standards.
  • Plans, develops and monitors annual program services budget.
  • Formulates and maintains clinical and operational policies and procedures and monitors compliance with said policies.
  • Formulates annual department and program goals and objectives.
  • Develops strategies and tactics to improve program quality to all program service recipients.
  • Together with St. Anne’s two additional Vice Presidents, co-leads program departments’ collaborative interdisciplinary team coordinating all client service delivery, ensuring provision of high quality services to all St. Anne’s clients.
  • Determines appropriate staffing levels and resource needs, creates and manages department and/or project budgets, allocates resources, and approves expenditures.
  • As a member of the Senior Management Team, works to establish and accomplish St. Anne’s long range goals and objectives.
  • Assists the CPO in the daily operation and administration of St. Anne’s on an as-needed basis and upon request.
  • Oversees use of Evidence-Based Practices (EBPs) and research and propose new EBPs to meet the needs of our client populations.
  • As directed by the CPO, serves as representative of Administration to agencies and organizations related to the care, health and education of clients receiving housing services from St. Anne’s.
  • Develops and maintains partnerships with senior leaders of similar organizations/providers in order to demonstrate effective community engagement, strengthen the agency’s network, and create opportunities for future agency collaboration, including, as necessary, advocacy efforts on behalf of the children, youth and families served.
  • Stays abreast of changing programmatic landscape to identify public and private funding to support existing and newly developed initiatives.
  • Implements and ensures staff professional development.
  • As part of agency reporting practices, participates as a member of the Administrative On-Call Phone rotation along with other senior program leadership.
  • Develops, monitors, evaluates and interprets program documentation, statistical reports and service plans; analyzes and utilizes information and data to guide the development and implementation of strategies aimed at improving services.
  • Maintains confidentiality as required by St. Anne’s, licensing, HIPAA and other regulatory agencies.

SECONDARY JOB DUTIES:

  • Participates in program grantsmanship activities as needed.
  • Interprets pending and approved legislation and regulations, its impact on programs and its appropriate implementation.
  • Participates in and promotes the Continuous Quality Improvement (CQI) of the agency.
  • Other duties, as assigned.

QUALIFICATIONS:

  • Master’s Degree in Social Work, Psychology or Counseling. LCSW or licensed MFT, or license eligible preferred.
  • Two years senior management experience in a social service agency dealing with children/adolescents.
  • Ability to independently use both a computerized and traditional clinical records system.
  • Demonstrated experience in financial management, specifically cost center budget development and management and statistical data reporting.
  • A strong leader who can collaborate effectively with senior management colleagues, and develop excellent professional relationships with other human service providers to strengthen St. Anne's financial and operational performance.
  • Excellent oral and written communication skills necessary to confer and make presentations to Board of Directors, Senior Management Team, and external relations.
  • Ability to receive and implement constructive feedback.

As such, employees are expected to maintain composure during all interactions and crisis situations, implement a self-care plan, and utilize crisis communication to deescalate client crisis and prevent any serious bodily injury or harm.

PHYSICAL DEMANDS:

  • The employee is frequently required to walk, use hands to finger, handle, or feel objects, tools, or controls, and talk or hear. The employee is often required to stand and sit; reach with hands and arms; and stoop, kneel, crouch, or crawl.
  • The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
  • Employee may occasionally be required to drive a motor vehicle.

Job Type: Full-time

Pay: $124,000.00 - $140,000.00 per year
